Senate Bill No. 859 Summary

• Amends the Michigan Liquor Control Code of 1998 to change language from "any person" to "an individual" throughout sections 707 and 901, and adds new sections 708 and 910.

• Adds requirement that licensees "knowingly" allow violations in sections 707(2), 707(4), 707(5), 901(2), and 901(6), establishing intent as a necessary element for certain violations.

• Creates new Section 708 establishing rules for on-premises licensees regarding employee conduct, including prohibiting staff from eating, drinking, or mingling with customers and banning solicitation of customers for alcoholic liquor purchases.

• Creates new Section 910 establishing conduct standards for licensees, officers, stockholders, and members, prohibiting felonies, crimes involving excessive alcohol use, gambling, prostitution, weapons, violence, tax evasion, fraud, and controlled substances, with certain misdemeanor exceptions.

• Takes effect 90 days after enactment into law.
