Prohibits teaching or demonstrating the use, construction, or application of firearms or explosive/incendiary devices to another person if the instructor knows or intends the instruction will be used in or further a civil disorder.

Prohibits assembling with one or more persons for training, practice, or instruction in firearms or explosive/incendiary devices if the person intends to use them in or further a civil disorder.

Defines "civil disorder" as a public disturbance involving firearms, explosives, or incendiary devices by 3 or more assembled persons that causes immediate danger or results in property/person damage or injury.

Exempts law enforcement officers performing official duties and lawful hunting clubs, rifle clubs, shooting ranges, and firearms instruction programs focused on safe handling and lawful sports or self-defense.

Violations constitute a felony offense; effective date is January 2, 2017.
