Expands the basis for court-ordered restitution to include losses resulting from either "the offense or the defendant's course of conduct."

Requires courts to disclose all portions of presentence or other reports pertaining to victim losses to both the defendant and prosecuting attorney.

Places the burden of demonstrating the amount of victim loss on the prosecuting attorney, with disputes resolved by preponderance of the evidence.

Prohibits courts from waiving restitution or allocating restitution among multiple defendants, pursuant to the Michigan Constitution.

Takes effect 90 days after enactment, contingent upon passage of Senate Bills 873, 875, 876, and 877.
