Expands victim notification requirements to include cellular telephone numbers, email addresses, work addresses, and work telephone numbers in addition to home contact information.

Adds notice requirement when a prisoner or juvenile absconds for longer than 7 days, and redefines "assaultive crime" to include specific violations of vehicle code, natural resources protection act, liquor control code, and penal code sections.

Removes temporal limitations by changing applicability from crimes committed after specific dates to apply to "all crimes regardless of when they were committed" for sections 25, 52, and 84.

Protects victim contact information as confidential and exempt from public disclosure under the Freedom of Information Act.

Makes the act effective 90 days after enactment but only if companion bills SB 873, SB 874, SB 876, and SB 877 are also enacted into law.
