Requires courts to notify crime victims by mail at least 14 days before ruling on petitions for early termination of probation for defendants or juveniles.

Victim notification applies when early discharge petitions involve defendants with victim-protection conditions, outstanding restitution orders, or personal protection orders naming the victim.

Allows victims to submit written statements to the court objecting to early probation discharge based on personal safety concerns or restitution satisfaction.

Requires courts to notify prosecuting attorneys by mail at least 14 days before discharging a defendant from probation when a probation officer petitions for early discharge.

Takes effect 90 days after enactment, contingent upon passage of Senate Bills 873, 874, 875, 877 and two unspecified bills (request numbers 01052'15 and 01053'15).
