Requires existing pipeline operators to submit a preliminary risk analysis of potential spills to the governor and legislature within 90 days of the bill's enactment.

Mandates pipeline operators submit either a full worst-case spill analysis or a comprehensive environmental impact statement meeting federal requirements (40 CFR part 1502) within 120 days of enactment.

Requires immediate pipeline shutdown if the department determines from the preliminary analysis that public trust in Great Lakes waters is at risk of impairment or substantial adverse effects.

Terminates the easement and requires pipeline decommissioning if identified risks are not cured within the timeframe specified in the easement or, if unspecified, within 90 days of department notice.
