Authorizes the Department of Technology, Management, and Budget to convey state-owned property in 12 counties (Baraga, Bay, Calhoun, Gratiot, Houghton, Iron, Lenawee, Manistee, Marquette, Monroe, Tuscola, and Van Buren) that are currently under jurisdiction of the Department of State Police or Department of Corrections.

Requires conveyance of property in Lenawee County (Village of Blissfield) for $1.00 consideration and allows jurisdictional transfers of state property in Ingham, Livingston, and St. Joseph Counties to the Department of Military and Veterans Affairs, Department of Corrections, and Michigan Land Bank Fast Track Authority respectively.

Permits multiple conveyance methods including competitive public sales for fair market value, sales to local government units below fair market value, property exchanges, or transfers to the Land Bank Fast Track Authority.

Imposes 30-year public use restrictions on property sold below fair market value to local governments, with provisions allowing the state to repurchase if the property is offered for sale within that period, and automatically terminates restrictions after 30 years if retained by the original grantee.

Requires state approval of all conveyances by the State Administrative Board and Attorney General, reserves aboriginal antiquities and one-half of gross revenue from oil/gas/mineral development to the state, and deposits net sale proceeds into the general fund.
