Creates the Michigan infrastructure fund within the state treasury to receive money and other assets from any source for infrastructure purposes

Authorizes the state treasurer to invest the fund and credit all interest and earnings back to the Michigan infrastructure fund

Prevents fund balances from lapsing to the general fund at fiscal year end, allowing money to accumulate in the infrastructure fund

Requires that money from the Michigan infrastructure fund be expended only to offset future infrastructure expenses as provided by appropriation act

Designates the department of management and budget as the administrator of the fund for auditing purposes
