SB 889 Summary

• Establishes the "Lawful Internet Gaming Act" to authorize, license, and regulate Internet gaming in Michigan through a Division of Internet Gaming within the Michigan Gaming Control Board.

• Restricts Internet gaming licenses to no more than 8 licensees, limited to Michigan casino licensees under existing law or federally recognized Michigan Indian tribes that waive sovereign immunity.

• Imposes a $5,000,000 initial license fee per Internet gaming licensee and a 10% tax on gross gaming revenue, with monthly tax payments due on the 10th of each month.

• Requires verification that participants are at least 21 years old and physically located in Michigan, with geolocation and age verification software; creates a statewide responsible gaming database to exclude individuals with certain criminal histories or gaming violations.

• Creates the Internet Gaming Fund to receive all application fees, license fees, and taxes, to be appropriated by the legislature for purposes it designates.
