Modifies grant and loan requirements under the Environmental Protection Bond Fund by exempting projects approved on or after the effective date from standard application conditions (compliance demonstration, capability proof, engineer approval, and maintenance funding evidence).

Directs the department to apply the same application requirements for qualifying grant projects as those provided in section 19609 instead of the original sections 19511-19513 requirements.

Exempts grant recipients from compliance requirements in sections 19512(1)-(5), including accounting standards, authorization for project changes, and the 10% withholding provision, instead requiring compliance with section 19612 requirements.

Prohibits the department from implementing or enforcing rules R 299.5051 to R 299.5061 for grant projects funded on or after the effective date.

Takes effect 90 days after enactment, conditional upon simultaneous enactment of Senate Bills 908, 910, 911, 912, and 913.
