Allows grants and loans for response activities that are more protective of public health and environment than minimally required, with the department considering proposed land use, cost-benefit analysis, and long-term contamination obligations in reviewing work plans.

Permits loans to fund response activities benefiting responsible parties only if the party is a local unit of government with measurable economic redevelopment benefit and provides minimum 50% local matching funds.

Requires grants to fund assessment and investigation activities to include contamination cost estimates relative to uncontaminated property value and identify future use limitations, and the property must demonstrate economic development potential.

Adds administrative requirements including annual project reporting to legislative committees by February 15, posting of evaluation criteria on the department website, and annual project completion reports by December 31.
