Changes grant funding criteria for environmental contamination cleanup sites to prioritize projects meeting sections 19608-19615 criteria beginning on the effective date, replacing the previous "measurable economic benefit" requirement.

Limits grants to eligible communities for environmental site investigation and characterization to $10,000,000.00 total, with individual communities receiving no more than $1,000,000.00 unless previous grants produced measurable economic benefits.

Requires grant applicants under section 19508(1)(a) to meet the same application requirements as loans under section 19608(1)(a)(iv), effective upon the 2016 amendatory act's date.

Allocates at least $17,500,000.00 of solid waste project funds for recycling market expansion, waste recycling assistance, resource recovery research, and marketing of recycled material products.

Takes effect 90 days after enactment only if Senate Bills 908, 909, 910, 912, and 913 of the 98th Legislature are also enacted into law.
