Requires health insurers and HMOs in Michigan that provide pharmaceutical coverage to cover at least one abuse-deterrent opioid analgesic drug product per opioid ingredient.

Cost sharing for brand-name abuse-deterrent opioid products cannot exceed the lowest cost-sharing level for brand-name prescription drugs, and cost sharing for generic abuse-deterrent opioid products cannot exceed the lowest level for generic prescription drugs.

Prohibits insurers from increasing overall patient cost sharing or issuing prescriber disincentives to comply with coverage requirements.

Prohibits insurers from requiring patients to first use a non-abuse-deterrent opioid product before covering an abuse-deterrent alternative.

Allows insurers to apply utilization review requirements such as prior authorization to abuse-deterrent opioids if applied equally to all opioid products with the same drug release type (immediate or extended).

Takes effect 90 days after enactment.
