Increases the filing fee for state senator and state representative candidates from $100 to $500 in lieu of submitting nominating petitions.

Removes the temporary deadline (December 31, 2013) for the petition filing process and establishes a permanent filing deadline of 4 p.m. on the fifteenth Tuesday before the August primary.

Filing fees are deposited in the county general fund and refunded to nominated candidates and an equal number of candidates receiving the next highest vote totals in the primary election.

Candidates who withdraw as candidates are not eligible for fee refunds.

Takes effect 90 days after enactment.
