Prohibits transferring or attempting to transfer legal or physical custody of any individual to another person for money or valuable consideration, except as permitted by law.

Prohibits acquiring or attempting to acquire legal or physical custody of an individual through payment to another person, except as permitted by law.

Prohibits transferring custody of a child with intent to permanently divest a parent of parental responsibility, arranging permanent adoptive placements outside authorized channels, or assisting in such acts, regardless of compensation.

Exempts placements with relatives, child placing agencies, the department, interstate compact placements, temporary placements under 180 days, and temporary placements for respite, vacation, school activities, or parental incapacity.

Establishes felony penalties of imprisonment for not more than 20 years, a fine of not more than $100,000, or both, for violations.
