Permits specially designated merchants with primary locations meeting minimum inventory or shopping center requirements to obtain secondary location permits for beer and wine sales at affiliated fuel pump locations, with a $100 initial permit fee and $100 renewal fee.

Creates a new violation under section 903b: retailers and their agents commit a violation by making payments to wholesalers, the commission, or the state using dishonored checks or other payment methods rejected for insufficient funds.

Modifies allocation of wholesale vendor license fees to establish a liquor control enforcement and license investigation revolving fund, with restrictions preventing more than 35% of appropriated funds from being used for licensing provisions.
