Creates the Supervising Region Incentive Act and establishes a Supervising Region Incentive Fund within the state treasury to support parole and probation revocation reduction efforts.

Requires the Department of Corrections to adopt a supervising region incentive program by January 1, 2017, offering field operations administration regions funding if they achieve at least a 10% reduction in parole and probation revocations within an 18-month period.

Allocates 20% of equal share funding to participating regions upfront to begin implementation, with additional incentive payments available for regions that achieve an additional 10% reduction after 3 years.

Permits incentive fund use only for monitoring technology, job training, substance abuse treatment, mental health counseling, parolee/probationer incentive programs, hiring supervising officers, jail services, and evidence-based recidivism reduction programs.

Requires annual reporting to legislative appropriations subcommittees on corrections detailing participating regions, avoided incarceration costs, victim cost savings, and revocation process cost reductions.
