Adds Section 8a to the Corrections Code of 1953 to define "recidivism" as the rearrest, reconviction, or reincarceration in prison or jail of an individual.

Measures recidivism at two time points: first after 3 years and again after 5 years from the date of release from incarceration, placement on probation, or conviction, whichever is later.

Includes probation and parole violations as well as misdemeanor and felony convictions in the recidivism definition, provided technical violations are collected and maintained separately from new criminal convictions.

Becomes effective 90 days after enactment.
