Creates the "Criminal Justice Data Collection and Management Program" within the legislative council to collect and analyze criminal justice data from participating counties and state agencies.

Establishes state operations team and state project team appointed by the legislative council to oversee data collection, manage county operations teams, and develop technological improvements for the program.

Requires participating counties to collect and provide daily data on offenders, cases, programs, and crimes, including recidivism rates measured at 3 and 5 years after release or conviction.

Mandates the State Court Administrative Office and Department of Corrections to provide daily data on rearrest, reconviction, and reincarceration recidivism by offense type and risk assessment level.

Authorizes grant funding by appropriation to participating counties for technological changes and new data collection practices, with the Department of Technology, Management, and Budget housing the data and restricting access to department members and the legislative council.
