Requires the Department of Corrections to submit quarterly reports to the senate and house committees responsible for corrections legislation detailing prisoners who have reached their earliest possible parole release date but have not been granted parole.

Reports must categorize parole denials by the nature and circumstances of the offense for which the prisoner is incarcerated.

Reports must include categorization by prisoner's institutional program performance, including completion of required programming.

Reports must categorize denials based on institutional conduct, including major misconduct charges and security classification increases over the previous 5 years and the year before parole consideration.

Reports must include categorization by prior criminal record (misdemeanors, felonies, probation violations, juvenile adjudications, parole failures, and delayed sentences) and other relevant factors under parole guidelines developed by the department.
