State or federal government must provide alternative water supply to users of impacted water sources if a public health advisory for drinking water has been issued by the Michigan Department of Health and Human Services for the area.

Alternative water supply requirement applies only when the substance of concern was used on state or federally owned property and the government acknowledges the substance has migrated into groundwater providing water to the impacted source.

State or federal government must conduct long-term monitoring to determine the extent of contamination migration and provide alternative water supply for any additional impacted water sources identified.

State or federal government must reimburse any state agency or political subdivision that has already provided alternative water supply if all conditions are met.

"Alternative water supply" is defined as long-term potable water meeting state drinking water standards, such as connection to a community supply, that is not an impacted water source.
