Allocates $3,000,000 annually to the Michigan State Capitol Historic Site fund beginning fiscal year 2014-2015, with adjustments for inflation based on consumer price index changes.

Requires the Michigan State Capitol Commission to report by February 1 each year to the legislature detailing proposed maintenance plans, 5-year projections, and projects exceeding $1,000,000 for the Capitol Historic Site.

Directs that if consumer price index changes are negative in any year, no adjustment is made to the Capitol Historic Site allocation for that fiscal year.

Maintains existing tobacco tax revenue distributions to the state school aid fund, general fund, Healthy Michigan fund, and Medicaid benefits trust fund.

Requires 50% of Healthy Michigan fund proceeds used for smoking prevention to support the free smokers quit kit program by expanding it to include nicotine patches or gum.
