Revises hospital quality assurance assessment by establishing a 1-time additional state retention amount of up to $92,856,100 for fiscal year ending September 30, 2016.

Sets permanent retention amount of $105,000,000 annually beginning fiscal year ending September 30, 2017 and each subsequent year for the Healthy Michigan plan.

Requires the department, state budget office, and Michigan Health and Hospital Association to identify appropriate retention amounts for fiscal year ending September 30, 2020 and thereafter by May 31, 2019.

Maintains existing quality assurance assessment framework for nursing homes, hospitals, and ambulance providers with federal matching fund requirements through October 1, 2019.

Effective immediately upon governor approval on June 20, 2016.
