Amends the Administrative Procedures Act to allow the Joint Committee on Administrative Rules to propose changes to agency rules and requires agencies to respond within 30 days by either accepting the changes or declining and providing reasons.

Establishes a new process where if an agency accepts committee-proposed changes, it must withdraw and resubmit the rule; the Office of Performance and Transformation determines if the changes create more burdensome regulatory impacts on businesses or individuals.

If regulatory impact is not more burdensome, agencies may resubmit changed rules without conducting new public hearings or preparing new agency reports; if more burdensome, full procedures including public hearings are required.

If an agency declines committee-proposed changes, the committee has another 15 session days to object to the rule, propose alternative legislation, or waive further consideration.

Takes effect January 1, 2017, and applies to rules submitted under the standard administrative rulemaking process, with exceptions for emergency rules and occupational safety and health rules.
