SB 963 Summary

• Consolidates five separate skilled trades licensing acts into a single "Skilled Trades Regulation Act" covering electricians, mechanical contractors, boiler inspectors/operators, building officials, and plumbers

• Establishes licensing boards for each trade with majority membership from licensed practitioners and public representatives; grants Department of Licensing and Regulatory Affairs authority over administration, examination, and fee collection

• Creates statewide licensing requirements and examination standards while allowing municipalities to maintain local licensing if their standards are at least as stringent as state requirements

• Implements complaint investigation and disciplinary procedures including informal conferences, formal hearings, and penalties ranging from fines up to $10,000 to license suspension or revocation

• Repeals five former acts (1956 PA 217, 1984 PA 192, 1986 PA 54, 2002 PA 733, and 1965 PA 290) and takes effect 90 days after enactment
