Allows cities, villages, and townships to establish a board of appeals to hear cases and carry out duties related to building code enforcement and housing maintenance.

Requires board of appeals membership to include a building contractor, a licensed architect or professional engineer, two members of the general public, and a registered building official or plan reviewer.

Establishes staggered three-year terms for board members, with initial appointees serving one, two, or three years to create rotating vacancy schedule.

Specifies that a majority of appointed and serving board members constitute a quorum and that final board actions require affirmative vote of a majority of all appointed and serving members.

Takes effect 90 days after enactment and is conditional on the enactment of Senate Bill 963 of the 98th Legislature.
