Updates the Michigan State Construction Code Act of 1972 to revise definitions including "agricultural purposes," "building official," and "cost-effective" energy standards that consider a 7-year time period and typical first-time homebuyer perspective.

Modifies provisions governing governmental subdivisions' administration and enforcement of the construction code, including application approval processes and standards for new subdivisions seeking enforcement authority.

Clarifies that private organizations may perform plan reviews, inspections, and other code administration tasks on behalf of enforcing agencies, provided plan reviewers and inspectors are registered under the skilled trades regulation act.

Requires building permit applicants who are licensed residential builders, plumbing contractors, electrical contractors, or mechanical contractors to provide occupational license numbers, worker's compensation insurance information, employer identification numbers, and Michigan employment security commission numbers.

Takes effect 90 days after enactment, contingent upon Senate Bill No. 963 of the 98th Legislature being enacted into law.
