Increases criminal penalties for unlicensed practice of certain regulated occupations: first offense fine of $5,000-$25,000 or up to 1 year imprisonment for residential builders/contractors and architects/engineers/surveyors; second offense up to 2 years imprisonment for builders; offenses causing death or serious injury punishable as felonies up to 4 years imprisonment

Requires courts to notify the Department of Licensing and Regulatory Affairs by mail, facsimile, or email when entering convictions under unlicensed practice provisions

Maintains exemptions from residential builder/contractor licensing for government representatives, property owners, rental property maintenance, court officers, employees of licensed contractors, projects under $600, and licensed skilled trades contractors (electrical, plumbing, mechanical)

Redefines the Residential Builders' and Maintenance and Alteration Contractors' Board to consist of 4 licensed residential builders, 2 licensed maintenance and alteration contractors, and 3 general public members (at least 1 registered under skilled trades)

Takes effect 90 days after enactment, contingent on enactment of Senate Bill No. 963
