Amends Michigan's school building construction code by updating references to building inspectors and the skilled trades regulation act.

Requires written department approval of plans and specifications for school buildings funded by bond issues approved after July 1, 2003 before construction, remodeling, or reconstruction can begin.

Allows school authorities to designate independent third parties to conduct inspections if they are qualified and registered under the skilled trades regulation act, with inspection reports sent to the department.

Requires the department to complete plan reviews within 60 days and inspections within 5 business days, unless a school board and local government certify they have full-time registered code officials to handle these responsibilities.

Takes effect 90 days after enactment and is contingent on the enactment of Senate Bill 963 of the 98th Legislature.
