Amends the Community Corrections Act to revise the definition of "recidivism" to include rearrest, reconviction, or reincarceration in prison or jail, or any combination of those events.

Specifies that recidivism is measured at 3 years and again at 5 years from the date of release from incarceration, placement on probation, or conviction, whichever is later.

Includes probation and parole violations as well as misdemeanor and felony convictions in recidivism data, with technical violations tracked separately from new criminal convictions.

Adds definitions for key terms including "evidence-based practices," "key performance indicator," "moderate to high risk," and "nonprofit service agency" related to community corrections programs.

Takes effect 90 days after enactment.
