Amends the timing language in Section 6107 of the Insurance Code of 1956 to clarify that insurers must submit assessments "before" April 1 each year rather than "prior to" April 1.

Changes the assessment calculation from "earned car years" to "written car years" of insurance coverage for vehicles requiring security under section 3101(1).

Adds a new definition of "written car year" as the portion of a year during which a vehicle is insured, as determined by the catastrophic claims association and used to calculate premium charges under section 3104.

Revises language throughout the section to clarify that the authority administers the automobile theft prevention fund and must expend money based on need and efficacy for theft prevention efforts including law enforcement support, educational programs, and community organization funding.

Clarifies that money in the automobile theft prevention fund is not state money and takes effect 90 days after enactment.
