Reduces the health insurance claims assessment rate from 0.75% to 0% for dates of service beginning January 1, 2017 through December 31, 2018, applicable to carriers and third party administrators.

Reinstates a 1.0% assessment rate if the federal government notifies Michigan that use tax revenues on certain entities are not permissible and reduces federal Medicaid funding, effective on the date reductions occur.

Maintains the 1% assessment for dates of service January 1, 2012 through June 30, 2014, and 0.75% for July 1, 2014 through December 31, 2016.

Caps annual assessment liability at $10,000 per insured individual or covered life.

Repeals the entire Health Insurance Claims Assessment Act, 2011 PA 142, effective January 1, 2019.
