Creates a health services fund within the state treasury to receive money from any source and be invested by the state treasurer, with interest and earnings credited to the fund.

Requires monthly distributions from the health services fund in the following order: at least $2,000,000 annually to assist water suppliers with safe drinking water requirements; at least $100,000,000 annually to the Department of Health and Human Services for community mental health non-Medicaid services; at least $30,000,000 annually for local public health non-Medicaid services; and at least $204,000,000 annually ($150,000,000 for fiscal year 2016-2017 only) for the federal Medicare pharmaceutical program.

Directs remaining funds in the health services fund after priority distributions to the Department of Corrections for clinical and mental health services.

Prohibits health services fund money from being used for Medicaid benefits or medical services administration of the medical assistance program.

Ties the bill's effectiveness to the enactment of Senate Bills 987, 989, and 990 of the 98th Legislature.
