Establishes the "Unmanned Aircraft Systems Act" to regulate ownership and operation of unmanned aircraft systems in Michigan, with an exception that political subdivisions cannot regulate unmanned aircraft unless expressly authorized by statute.

Permits persons authorized by the Federal Aviation Administration to operate unmanned aircraft systems commercially and allows recreational operation consistent with federal law for model aircraft.

Prohibits knowingly and intentionally operating unmanned aircraft systems to interfere with police, firefighters, paramedics, or search and rescue personnel; to harass individuals; to violate restraining orders; to invade privacy; or by registered sex offenders to follow or contact individuals.

Establishes the Unmanned Aircraft Systems Task Force with 27 members representing state agencies, commercial interests, law enforcement, and industry groups to develop policy recommendations on safe operation and regulation of unmanned aircraft systems.

Violations of operating restrictions are misdemeanors punishable by up to 90 days imprisonment or a fine of up to $500, or both; takes effect 90 days after enactment.
