Permits testing and operation of automated motor vehicles on Michigan highways and streets under specified conditions, including insurance requirements and operator monitoring capabilities.

Exempts automated driving systems from texting-while-driving restrictions when operating vehicles without human operators, and exempts users of on-demand automated motor vehicle networks from handheld device restrictions.

Authorizes vehicle platooning (electronically coordinated groups of vehicles) on highways with 500-foot spacing requirements waived, subject to filing operational plans with state police and transportation department.

Establishes the Michigan Council on Future Mobility within the state transportation department to recommend policy changes for autonomous and connected vehicle technology, with first recommendations due by March 31, 2017.

Grants manufacturers immunity from liability for unauthorized modifications to automated vehicles and driving systems made by third parties, and prohibits local fees or regulations on on-demand automated motor vehicle networks through December 31, 2022.
