Increases the maximum number of governing bodies eligible to establish promise zones from 10 to 11 under the Michigan Promise Zone Authority Act.

Allows a local school district to opt out of a promise zone established by its eligible entity within 90 days by resolution, provided the district establishes its own separate promise zone.

Requires public hearings with notice published twice in newspapers and posted in at least 20 public places at least 20 days before the hearing to describe the proposed promise zone and eligibility criteria.

Mandates at least 30 days between public hearing and submission of applications to the Department of Treasury for promise zone establishment approval.

Reserves the 11th promise zone certification exclusively for cities with populations between 80,000 and 120,000 that experienced a drinking water contamination emergency declaration within the preceding 3 years.
