SB 1011 Summary

• Amends licensing fee structure for residential builders, maintenance and alteration contractors, salespersons, and branch offices under MCL 339.2401 to 339.2412.

• Sets specific fees including: $15 application processing fee, $50 complete builder/contractor examination, $30 law and rules exam portion, $30 practice/trades exam portion, $30 salesperson exam, $20 exam review, $60 annual license fee (initial cycle), and $50 annual renewal license fee.

• Creates the builder enforcement fund in state treasury to be administered by the department, funded by $30 one-time allocation per licensee from initial license fees and $5 per year from renewal fees (with suspension when fund balance exceeds $3,000,000 and resumption when balance falls below $750,000).

• Directs fund expenditures: 50% for enforcement of unlicensed activity and attorney general/prosecuting attorney costs, and 50% for grants to statewide residential building associations for workforce development and outreach programs.

• Takes effect 90 days after enactment, contingent upon Senate Bill 1012 also being enacted into law.
