SB 1012 Summary

• Increases the aggregate contract price threshold for licensing exemption from $600 to $4,000 for persons working on a single undertaking or project in residential construction, alteration, and maintenance work.

• Expands prelicensure course requirements for initial residential builder licensees to 60 hours across seven competency areas: business management, design and building science, contracts and liability, marketing and sales, project management, Michigan residential code, and construction safety standards.

• Reduces prelicensure requirements for residential maintenance and alteration contractor applicants to 5 hours of courses pertinent to each applicable craft or trade.

• Creates licensing exemptions for military veterans who served in armed forces construction-related roles, with honorable discharge and certification of entry-level experience in required competency areas.

• Establishes continuing competency requirements of 21 hours per 3-year license cycle for licensees obtaining initial licenses on or after January 1, 2009, with reduced requirements for certain previously licensed individuals and those with inactive status.
