Creates the Michigan Board of Behavior Analysts within the Department of Health and Human Services consisting of 9 voting members.

Requires 4 board members to be licensed behavior analysts (or board-certified for initial appointments), with 3 engaged in clinical services and 1 serving the Medicaid population.

Includes 1 university-affiliated member providing instruction or research in applied behavior analysis, 1 assistant behavior analyst, 1 physician licensed to work with autism spectrum disorder or brain injury patients, and 2 public members.

Sets member terms to expire 4 years after appointment on December 31, except initial appointees serve staggered 2, 3, and 4-year terms.

Takes effect 90 days after enactment, contingent upon Senate Bill No. 1015 of the 98th Legislature being enacted.
