Amends Michigan Criminal Procedure Act section 12e to add "vulnerable roadway user" to the definition of victims in MCL 257.601c(2) for moving violations causing death.

Adds sentencing guideline provisions for moving violations causing death to a vulnerable roadway user, classified as Class C felony with 15-year statutory maximum.

Removes reference to "chapter VI" in the statute, clarifying application to felonies enumerated in sections 601 to 624b of the Michigan Vehicle Code.

Establishes sentencing guidelines for multiple vehicle code violations including fleeing and eluding (various degrees), signal preemption device offenses, and failure to stop at accident scene resulting in death or serious injury.

Takes effect 90 days after enactment, contingent upon Senate Bill No. 1029 of the 98th Legislature being enacted into law.
