Establishes the "Urban Agriculture Act" to regulate livestock raised in urban and suburban areas and authorize local zoning related to such production.

Creates an urban livestock advisory committee appointed by the Commission of Agriculture and Rural Development to develop guidelines for raising livestock in urban and suburban areas, including recommendations on soil sampling, livestock health, housing, waste management, slaughter, and pest control.

Requires the advisory committee to evaluate conflicts between livestock production and residential uses and recommend solutions, as well as make recommendations on how the department can provide technical support for urban and suburban livestock production.

Directs the Commission to establish guidelines for raising livestock in urban and suburban areas based on the advisory committee's recommendations, with reviews and modifications beginning 5 years after establishment and biennially thereafter.

Takes effect 90 days after enactment.
