Prohibits intentionally aiming a beam of directed energy from a directed energy device at an aircraft or into the path of an aircraft.

Establishes felony punishment of imprisonment for not more than 5 years or a fine of not more than $10,000, or both, for violations.

Exempts authorized individuals conducting research, development, or flight test operations for aircraft manufacturers, the FAA, or FAA-authorized persons.

Exempts members of the U.S. Department of Defense or Department of Homeland Security acting in official capacity for research, development, operations, testing, or training.

Exempts use of laser emergency signaling devices for sending emergency distress signals; defines "directed energy device" to include electromagnetic radiation (radio frequency, microwave, lasers, masers), particle-beam weapons, and sonic weapons.
