MI SB1038

Amends Michigan's sentencing guidelines (MCL 777.16b) to add 13 specific felonies under Chapter 750 to the offenses covered by sentencing guidelines in Chapter XVII of the Code of Criminal Procedure.

Adds offense of aiming a beam from a directed energy device at an aircraft or into its path (MCL 750.43a) as a Class E felony with maximum 5-year sentence.

Adds multiple animal-related felonies including fighting animals, organizing animal fights, attending animal fights, breeding/selling fighting animals, possessing animal fight equipment, and killing/torturing animals with sentences ranging from 2 to life imprisonment.

Adds felonies related to harm to law enforcement animals and search and rescue dogs, including killing/serious injury (Class E, 5 years) and harassment/harm while committing a crime (Class H, 2 years).

Takes effect 90 days after enactment only if Senate Bill 1037 of the 98th Legislature is also enacted into law.
