Complaint Process: Persons may request written or oral investigations of adult foster care facility violations, with oral complaints reduced to writing within 7 days.

Confidentiality Protection: Complainant and adult resident names are protected from disclosure unless written consent is given, unless an administrative or judicial proceeding occurs, or unless the department determines disclosure is essential to the investigation.

Investigation Timeline: Department must determine within 15 days whether violations occurred and commence investigation based on urgency; must provide complainant with findings or status report within 30 days of receipt.

Appeal Rights: Complainants dissatisfied with department findings may request a hearing within 30 days and can appeal the director's decision to circuit court in the complainant's county of residence.

Information Sharing: Department and Department of Licensing and Regulatory Affairs may share information and records as necessary for administering adult welfare, foster care licensing, and investigations under the social welfare act, with strict limits on further release.

Effective Date: Amendment takes effect 90 days after enactment.
