Amends child care licensing law to clarify that child care organization records are confidential but permits access to legislative committees and the children's ombudsman with jurisdiction over child protective services matters.

Allows the Department of Health and Human Services and Department of Licensing and Regulatory Affairs to share confidential child care records as necessary for administering child welfare, child care licensing, or investigations under the social welfare act.

Prohibits shared records from being released by either department unless permitted under the child care act or other state or federal law.

Restricts release or inspection of documents obtained from other agencies or organizations unless specific conditions under the child protection law apply.

Takes effect 90 days after enactment.
