Amends the Used Motor Vehicle Parts Dealer Act to clarify that "dealers" do not include scrap metal processors, automotive recyclers, end-users, scrap tire haulers, scrap tire processors, or licensed solid waste disposal areas and haulers.

Modifies the definition of "used motor vehicle part" to include motor vehicle tires, tire wheels, or rims received in conjunction with the purchase of replacement tires or tires wheels/rims, as well as tires or tires wheels/rims received separately.

Requires dealers to maintain permanent transaction records in duplicate on a prescribed form, including part description, vehicle identification number, state of origin, transaction date, dealer employee name, customer identification information, thumbprint, price paid, and payment method.

Requires dealers to consecutively number transaction records and attach transaction numbers to tags on any tires, tire wheels, or rims purchased; records must be retained for at least 1 year and made available for inspection by local and state police.

Effective 90 days after enactment.
