Amends Michigan's underground storage tank registration requirements under the 1994 Environmental Protection Act to clarify owner notification and exemption procedures

Exempts underground storage tanks closed before January 1, 1974 in compliance with the Fire Prevention Code from registration requirements

Allows owners of tanks with routinely changing contents to list all possible materials on the registration form and exempts them from notifying the department of routine content changes

Specifies that owners must notify the department of tank system closures or removals but are not required to report routine testing unless requested by the department

Creates the underground storage tank regulatory enforcement fund in the state treasury, funded through this part and other law, for exclusive use in enforcing underground storage tank regulations and fire prevention code delivery and dispensing operations
