Requires distributors and retail dealers to obtain a license from the department for each retail outlet before transferring, selling, dispensing, or offering gasoline, diesel fuel, biodiesel, biodiesel blend, or hydrogen fuel in Michigan.

Licenses expire annually on November 30 and must be renewed by December 1 each year; licenses cannot be issued or renewed until any outstanding administrative fines are paid.

Establishes a 120-day timeline for the department to issue initial or renewal licenses after receiving a completed application, with a 40-day notification period for incomplete applications.

Permits the director to suspend, deny, or revoke licenses for non-compliance with fuel quality standards, failure to provide required notice, violations of weights and measures laws, or other violations of the motor fuel act.

Requires blenders to register finished blended gasoline products with the department and provide test results; if products don't comply with standards, blenders must provide a list of businesses to whom the product was sold.
