Amends the Natural Resources and Environmental Protection Act to establish the legislature's findings that sound scientific management of fish and wildlife populations, including bear hunting, is in the public interest and necessary to minimize human-bear encounters.

Declares that the Natural Resources Commission has exclusive authority to regulate the taking of game using sound scientific management principles, including regulation of commercial guides, and must provide proposed orders to relevant legislative committees at least 30 days before issuance.

Establishes a right for Michigan citizens to hunt, fish, and take game subject to commission regulations and restrictions, declaring these activities part of the state's cultural heritage and important to the economy and natural resource management.

Sets application fees of $150.00 for individuals applying for commercial hunting guide permits under Section 43528c and commercial fishing guide permits under Section 48714a.

Takes effect 90 days after enactment, contingent upon passage of Senate Bills 1070 and 1072 in the 98th Legislature.
