Requires segment 1 driver education curriculum to include both classroom and behind-the-wheel instruction that are integrated and related to each other.

Mandates at least 24 hours of classroom instruction scheduled at no more than 2 hours per day over 3 or more weeks, with 4 or more hours completed before behind-the-wheel instruction begins.

Requires classroom instruction to include at least 1 hour on laws pertaining to bicycles, motorcycles, and other vulnerable roadway users including pedestrians, with emphasis on awareness and safe interactions on streets and highways.

Mandates at least 6 hours of behind-the-wheel instruction or substitute hours, with no more than 1 hour per day and only 1 student in the front seat, plus 4 or more hours of observation time in the rear seat.

Prohibits teen driver training providers from substituting behind-the-wheel experience with multiple vehicle driving facility training or simulator device training without written approval from the secretary of state; takes effect 90 days after enactment.
